The Home and Community-Based Services (HCBS) Commission, established within the Office of the Governor, is building American Samoa's first territory-wide system of care for older adults and people with disabilities. Across our islands, families are already caring for their loved ones at home — doing their very best, often with limited resources. This is what the Commission hopes to support: standing behind the families and caregivers who carry this work every day.

Community members and families interested in HCBS services are encouraged to call Nurse Nancy Pio to complete a Level 1 initial phone assessment. Level 1 is a short screening that helps us understand your needs and determine the appropriate next steps. Nurse Nancy has served with the Department of Health for 15 years and is known for her strong work ethic and dedication as an advocate and champion for patients and families.
